Three of the most searched Philippine procedures in the United States are not consular procedures at all, and knowing that is worth more than knowing the opening hours:
The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in Washington come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; its fingerprints can be taken at a consulate or at a police station, according to the NBI.
Set against that, two things cannot be delegated or posted: passport biometrics and the RA 9225 oath. A notarial document can go either way, signed at the consulate or before a local notary with an apostille, according to the notarial page of the Chicago consulate.
Its pages give separate addresses for passports, legal services, dual citizenship and civil registry, and [email protected] for general questions.
