How far the consulate is from your city
Driving distances to the consulate that covers each city, calculated at posted speed limits and without traffic:
| City | Consulate | Distance | Journey |
|---|---|---|---|
| Austin | Houston | 153 miles | 2 h 49 min by car |
| San Antonio | Houston | 186 miles | 3 h 17 min by car |
| Corpus Christi | Houston | 201 miles | 3 h 57 min by car |
| Dallas | Houston | 247 miles | 4 h 24 min by car |
| Fort Worth | Houston | 262 miles | 4 h 45 min by car |
| El Paso | Houston | 736 miles | 12 h 9 min by car |
From El Paso that is 12 h 9 min by car each way, which makes it worth checking the consular outreach schedule before committing to the drive: missions bring passport and dual citizenship services to cities without a consulate, and the appointments are free.
What you do not need a consulate for
A large share of the trips people make to a Philippine consulate were never necessary. These three are handled entirely elsewhere:
The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in Texas come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; its fingerprints can be taken at a consulate or at a police station, according to the NBI.
The procedures that genuinely need you at a window are the ones where a consular officer has to watch you do something: give fingerprints for a passport or swear the oath of allegiance. A power of attorney is different: a local notary plus an apostille also works, according to the notarial page of the Chicago consulate.
Passports, dual citizenship and notarials for Texas are handled in Houston, where notarials take walk-ins from 9 a.m. to 5 p.m. on weekdays. By road, El Paso is 736 miles from the consulate.
