Before you plan the journey
Before booking anything, check whether your document involves a consulate at all. Three of the most common ones do not:
The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in Ohio come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; its fingerprints can be taken at a consulate or at a police station, according to the NBI.
Set against that, two things cannot be delegated or posted: passport biometrics and the RA 9225 oath. A notarial document can go either way, signed at the consulate or before a local notary with an apostille, according to the notarial page of the Chicago consulate.
The Ohio honorary consulate's entry gives a dfa.gov.ph email address, [email protected]. By road, Cincinnati is 290 miles from the Chicago consulate and Cleveland 345.
