Three procedures that never reach a counter

Before booking anything, check whether your document involves a consulate at all. Three of the most common ones do not:

The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in North Carolina come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; its fingerprints can be taken at a consulate or at a police station, according to the NBI.

Two things are worth the journey because they cannot be done any other way: passport biometrics and the oath. For a special power of attorney there is a second route, a local notary and an apostille, according to the notarial page of the Chicago consulate.

By road, Raleigh is 262 miles from the consular section in Washington (5 h 17 min at posted speed limits), and the Embassy's site has announced a consular mission in Raleigh.
