What can be done without leaving home

A large share of the trips people make to a Philippine consulate were never necessary. These three are handled entirely elsewhere:

The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in New York come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; its fingerprints can be taken at a consulate or at a police station, according to the NBI.

The procedures that genuinely need you at a window are the ones where a consular officer has to watch you do something: give fingerprints for a passport or swear the oath of allegiance. A power of attorney is different: a local notary plus an apostille also works, according to the notarial page of the Chicago consulate.

By road, Yonkers is 15 miles from the consulate and Buffalo 376. For upstate, check first which procedures can be done by mail.

We check the details regularly, but they can change without notice, always confirm with the consulate before you travel.
