What you do not need a consulate for
A large share of the trips people make to a Philippine consulate were never necessary. These three are handled entirely elsewhere:
The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in New Hampshire come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; its fingerprints can be taken at a consulate or at a police station, according to the NBI.
Two things are worth the journey because they cannot be done any other way: passport biometrics and the oath. For a special power of attorney there is a second route, a local notary and an apostille, according to the notarial page of the Chicago consulate.
By road, Manchester is 238 miles from the New York consulate (5 h 15 min at posted speed limits). For a passport, with biometrics taken in person, there is no alternative to the trip.
