How far the consulate is from your city

Driving distances to the consulate that covers each city, calculated at posted speed limits and without traffic:

City Consulate Distance Journey
Jacksonville Washington, D.C. 711 miles 13 h 3 min by car
Orlando Washington, D.C. 850 miles 15 h 40 min by car
Tampa Washington, D.C. 902 miles 16 h 52 min by car
St. Petersburg Washington, D.C. 924 miles 17 h 20 min by car
Miami Washington, D.C. 1,053 miles 19 h 22 min by car

From Miami that is 19 h 22 min by car each way, which makes it worth checking the consular outreach schedule before committing to the drive: missions bring passport and dual citizenship services to cities without a consulate, and the appointments are free.

What can be done without leaving home

A large share of the trips people make to a Philippine consulate were never necessary. These three are handled entirely elsewhere:

The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in Florida come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; its fingerprints can be taken at a consulate or at a police station, according to the NBI.

Two things are worth the journey because they cannot be done any other way: passport biometrics and the oath. For a special power of attorney there is a second route, a local notary and an apostille, according to the notarial page of the Chicago consulate.

The Embassy has run consular outreach missions in Tampa offering passports and dual citizenship. For a Filipino in Miami, Orlando or Jacksonville that is usually the practical route to a new passport rather than a trip to Washington.
