Its district, on the Consulate Finder, covers the District, ten states across the South East and Caribbean territories that include Puerto Rico and the U.S. Virgin Islands.

What you do not need a consulate for

The most frequent wasted journey in this system is for a document the consulate cannot produce. There are three of them:

The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in the District of Columbia come from the District's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; its fingerprints can be taken at a consulate or at a police station, according to the NBI.

Two things are worth the journey because they cannot be done any other way: passport biometrics and the oath. For a special power of attorney there is a second route, a local notary and an apostille, according to the notarial page of the Chicago consulate.

The Embassy and its consular section are in two different buildings on the same avenue. Consular services are at the Chancery Annex, 1617 Massachusetts Avenue NW, not at the chancery at 1600.
