The other consular services are booked on its Setmore ticket system (COATS), which the consulate's DFA site links next to passport.gov.ph. Its contact page says appointments are required for passports and other services.
The ticket system's terms, on the consulate's second site (aganapcg.info) and written during COVID-19, set a booking window of 14 days and say requests by email are not taken.
New slots open as the date changes, and the consulate's terms suggest checking shortly after midnight or early in the morning. Each family member books a separate ticket.

What you can settle without traveling
Several procedures need no visit to Guam.
- PSA certificates: Birth, marriage and death certificates and the CENOMAR come from the Philippine Statistics Authority. PSAHelpline.ph takes orders from abroad and prepares them for a courier that you arrange.
- An apostille: American public documents for use in the Philippines are apostilled by the US office that has authority over them, usually a Secretary of State. The Chicago and Los Angeles consulates say they stopped authenticating them in May 2019.
- The NBI clearance fingerprints: The NBI’s page for applicants abroad accepts the rolled fingerprints from a Philippine embassy, a consular office or the nearest police station, and the form then goes to the NBI by mail.
- A 9(a) visa for a foreign spouse or friend: The Embassy’s fee table has a section for e-Visa online applications, with a $25 convenience fee on top of the visa fee.
